Prospectus for 2013

This special program offers non-Japanese students an opportunity to work toward Doctor of Engineering (3 years) or Master of Engineering (2 years) degrees.
Ten of the top qualified students will be awarded scholarships from the Japanese Government's Monbu-kagakusho (MEXT: The Ministry of Education, Culture, Sports, Science and Technology). We also seek several more highly qualified students to enroll as self-supporting students.
All of the students will be enrolled in one of the departments below.

Students awarded the MEXT scholarships are exempt from the above fees.

The Japanese Government's Scholarship

Ten Applicants who have exceptional academic records will be awarded the Japanese Government's MEXT scholarship by recommendation of The University of Tokyo for the period of either the Doctoral program or the Masters program. If you complete the Masters course with distinguished achievement or with a substantial contribution to your field of research, you may be provided a chance to continue working toward a Doctoral degree under a continuing scholarship. The Scholarship grantees are exempt from Entrance Fee and Annual Tuition Fees throughout their entire term of study. They are also provided with round-trip air tickets from their home country to Japan.

Financial Supports for Self-Supporting Students

Admission

The Graduate Council of The University of Tokyo grants admission to this program based upon the recommendation of the School of Engineering. Screening for admission is based both on the evaluation of documents submitted by the international students and, if necessary, on Internet interviews and examinations conducted by the faculty. Once the evaluation process is complete, ten top qualified applicants will be nominated as candidates for the MEXT Scholarship and several more applicants will be granted admission to this program on a non-scholarship basis.

Application

To apply for 2013 academic year, a completed Application Form together with other necessary application materials must be submitted to the MEM International Graduate Program Admissions Office at the address below no later than 5:00 PM November 30th, 2012 (Japan time). Please submit the materials by registered mail or use an international delivery service such as UPS and FEDEX.

    The Selection Committee nominates the candidates for the MEXT Scholarship. The candidates are informed of their nomination by the middle of February. At that time they are requested to submit additional documents such as the Pledge and the Certificate of Health (health examination results) by the end of February.
  4. Early March 2013
    The list of candidates recommended for the MEXT Scholarship is submitted to the MEXT.
  5. Early July 2013
    The MEXT selection results will be announced to the candidates.
  6. October 2013
    Matriculation at the University of Tokyo

Qualifications for Enrollment

To be eligible for admission to this program, you must be

  1. A person who has the nationality other than Japan.
  2. Healthy enough both physically and mentally to pursue academic work

    1. For admission to the Masters Course:

      a holder of a Bachelor's degree from the Faculty of Engineering or the Faculty of Science who has completed 16 years of school including university education, or a holder of a degree which is equivalent to the Bachelor's degree from the Faculty of Engineering or the Faculty of Science awarded by The University of Tokyo.

    2. For admission to the Doctoral Course:

      a holder of a Master's degree from the School of Engineering or the School of Science who has completed 16 years of school plus 2 years of graduate education, or a holder of a degree which is equivalent to the Master's degree from the School of Engineering or the School of Science awarded by The University of Tokyo.

  3. Proficient enough in English to participate in lectures and receive guidance in English.

Additional conditions and regulations regarding the MEXT Scholarship application

  1. The applicant must have the nationality of a country which has diplomatic relations with the Japanese Government. The applicant who has Japanese nationality at the time of application will not be eligible.
  2. The applicant must be under 35 years of age as of April 1st in the year of admission.
  3. The applicant must be living abroad at the time of application, or a current MEXT Scholarship MEM Master-Course student who is to proceed to Ph.D course.
  4. Military personnel and military civilian personnel cannot apply for the MEXT scholarship.
  5. Previous MEXT Scholarship grantees cannot apply for another MEXT Scholarship until they have been employed or involved in further research at educational institutions in their own country for at least three years.
  6. MEXT Scholarship grantees are required by MEXT to complete their courses within the allocated period of time:
  7. MEXT Scholarship grantees must leave their country between the 1st and 7th of October 2013 and arrive in Japan on week days between the 1st and 7th of October 2013.

Application Procedures

Since all the students admitted to Master/Doctoral course at The University of Tokyo will study under the guidance of supervising professors, it is essential to find a prospective supervising professor and to receive an acceptance letter from him/her prior to submitting application documents. This may take some time, so it is advisable to start looking for a professor as early as possible.

  1. Please click on the Academic Staff List on the FACULTY link to look for a professor whose research field matches yours.
  2. Once you find a professor, please contact the MEM International Graduate Program Admissions Office by e-mail and give your information to register: Click to send Registration Form.
    Please send this Registration Form to MEM office (admin@mem.t.u-tokyo.ac.jp) for registration.Registration Deadline November 12th, 2012.
    Do not contact your prospective supervisor until you complete the registration.
  3. After you make register, you may send an e-mail to the professor. When you do so, please include the following.
    1. Curriculum Vitae (CV) / Personal History (academic career, professional career, if any, and the degrees conferred)
    2. Plan of study and research in Japan
    3. Transcripts (in detail, please scan the original transcript, if possible)
    4. Level of English proficiency

While or after making arrangements for the acceptance letter, you should prepare the other documents you will need to submit.

The documents must be submitted by November 30th, 2012 by registered mail or by other international delivery service. If any of the documents to submit is not written in English or Japanese, an official English or Japanese translation should be attached to the document in original language.

  1. 1 original checklist with signature
  2. 1 original Acceptance Letter from your prospective supervising professor. It can be directly sent to MEM Office by your prospective supervisor.
  3. 1 original and 6 photocopies of the application for admission (Form#1 )
  4. Official Diploma or graduation certificate
  5. Official transcript
  6. Seven photocopies of a list of publications, if applicable
  7. Seven photocopies of your TOEFL score certificate (Test of English as a Foreign Language)
  8. Seven photocopies of your GRE score (Graduate Record Examinations)
  9. One original and six photocopies of employer references (only for those who have been employed)
  10. Seven photocopies of your Bachelor's thesis abstract for Master course applicants
    Seven photocopies of the Bachelor's and Master's thesis abstracts for Doctoral course applicants
    (either 1,000 words in English, or 2,000 characters in Japanese (2-6 pages); plus figures and tables)
    An interim report is acceptable, if the applicant has not yet graduated at the time of application.
  11. Seven photocopies of your census register, passport, or other proof of citizenship (Please do not send the original.)
  12. Two sets of recommendation letter and (Form#2 ):
    One from a current dean or a current head of the department, where you belong to or graduated from, and the other from your supervisor.
    1. Both should be written in English or Japanese.
    2. Both must be addressed to "The President of The University of Tokyo."
      *The recommendation letter starting with "To whom it may concern," or "Dear Sir" is not acceptable.
    3. Please clearly state the post (head or director) of the professor who recommends you both on the recommendation letter and on Form#2.
    4. Please have them signed by him/her. Both the recommendation letter and Form#2 must be signed by him/her.
    5. Each letter must be placed in an envelope and signed on the seal to ensure confidentiality.
    6. Please send both to the MEM International Graduate Program Admission Office. (address shown on Form#2)
    7. You may send these recommendation letters together with the other documents or have them sent separately by each professor.
  13. Six photographs (3cm x 4cm)
    1. Make sure photo presents full head from top of hair to shoulders.
    2. Take the photo in a plain background.
    3. Avoid shadows on the face or background.
    4. Photos should not include sunglasses or hats.
